Old Age Samman Allowance Scheme
The Old Age Samman Allowance Scheme is a social security scheme implemented by the government of Haryana, India, to provide financial assistance to elderly persons who are unable to sustain themselves with their own resources. Initially started as the Old Age Pension Scheme in 1964, it has undergone various modifications and enhancements and was renamed the Old Age Samman Allowance Scheme in 1991. The scheme aims to ensure the benefits of old age allowance to the needy and poorer sections of society, such as agricultural labourers, rural artisans, SCs/BCs, and small/marginal farmers. The scheme provides a monthly pension to eligible persons who are 60 years or above, and whose combined income from all sources, including that of their spouse, does not exceed Rs. 2,00,000/- per annum. The pension amount has been increased over time and currently stands at Rs. 2500 per month since April 2021. The scheme is implemented through the Zila Parishads, and the pension is disbursed through the Panchayati Raj Institutions.
Eligibility
- The person is of age 60 years or more of age.
- The person is a domicile and resident of Haryana State, and his/her combined income from all sources along with that of his/her spouse does not exceed Rs. 2,00,000/- per annum.
Exclusions
- Any person receiving pension from any Government or Local/Statutory Body or from any organization substantially financed by any Government or Local/Statutory Body will not be eligible to receive the allowance under the scheme.
- Income received or accrued from accumulated earnings, including Provident Funds and Annuities from any source including Commercial Banks, Financial Institutions, or Insurance, are considered as pension wherever occurring in any Government notification concerning Social Security Benefits.

Offline Application Process
Applying for Old Age Samman Allowance through SJD:
- Fill out the application form with all the mandatory details.
- Affix a recent passport-size photograph on the application.
- Submit the application along with all required documents to the concerned Social Justice Department in Haryana.
- Wait for the application to be approved by the concerned authority.
- Once the application is approved, the applicant will be provided with a beneficiary ID.
- The eligible beneficiaries will start receiving the allowance or pension amount directly credited to their bank account.
Applying for Old Age Samman Allowance through Atal Seva Kendra:
- Visit the nearby Atal Seva Kendra (ASK).
- Submit the application for Old Age Samman Allowance to the operating personnel at the ASK along with all the necessary documents.
- The service centre person will forward the application to the concerned authority for verification.
- Wait for the application to be approved by the concerned authority.
- Once the application is approved, the applicant will be provided with a beneficiary ID.
- The eligible beneficiaries will start receiving the allowance or pension amount directly credited to their bank account.
Online Application Process
1: Visit the website https://pension.socialjusticehry.gov.in/Online_Application
2: Download the pension form by clicking on “Click here to download pension form” or take a printout of the application form from the website and fill in all the necessary details mentioned in the form.
3: Get the filled form signed by the authorized authority such as Sarpanch/MC/Numberdar.
4: Scan the fully filled and signed application form (File size should be up to 1 MB in PDF format) and also scan the personal identity documents such as Aadhaar card, Haryana residence certificate, etc. before applying online.
5: Create a login ID on the Saral website. After successfully logging in, click on “Apply for Services.”
6: Search for “Citizen Registration” and fill in the Citizen Registration form with the required parameters to get the CIDR ID.
7: After CIDR registration, search for “Department of Social Justice & Empowerment” and select the service “Old Age Samman Allowance.”
8: To fill in the pension form, enter the CIDR ID, name of the applicant, and Aadhaar number and click on “Search.”
9: Fill in the pension form online and upload all necessary scanned documents like the pension form, Haryana residence certificate, etc.
10: Once the application is submitted online, you will receive a Saral ID for future reference. Take a printout of the online filled form.
11: Submit the filled application form along with necessary documents at block or DSWO offices.
